Planning Commercial Site Development in Waco

Commercial site development lives or dies in the planning, long before an excavator tracks onto the lot. A building pad off Franklin Avenue that comes in on budget usually got there because the earthwork scope was thought through early. Here is what to line up before dirt starts moving on a Waco commercial parcel.
Start With the Grading Plan and Soils Report
Two documents drive everything: the stamped grading plan and the geotechnical report. The grading plan sets your pad elevations and drainage. The soils report tells us what the ground can carry and what compaction the fill has to hit. Without both, an earthwork number is a guess. Our site preparation and grading crew reads them together to build a cut and fill that balances on site instead of importing loads of dirt you did not budget.
Know Your SWPPP Trigger
Any project that disturbs one acre or more falls under the EPA NPDES construction general permit and needs a Stormwater Pollution Prevention Plan. That is not paperwork you handle after the fact. Silt fence, inlet protection, and a stabilized construction entrance go in before the topsoil comes off. On a two acre retail pad near Bosque Boulevard, skipping that step is how a site gets a stop-work order.
Plan the Utilities and the Trench Safety
Deep utility runs are the riskiest part of a commercial dig. Every trench five feet or deeper needs a protective system under OSHA 29 CFR 1926 Subpart P, meaning a trench box or benched walls. Call 811 for an underground locate at least a couple of business days out, because an unmarked line found by a bucket turns into an expensive afternoon. Sequencing the utilities before the pad is finished saves you from cutting a fresh subgrade back open.
Budget for Certified Compaction
The number that protects your slab is 95 percent of maximum dry density, referenced to a Standard Proctor. Engineered fill goes down in lifts and gets tested with a density gauge, and the documentation follows the pad to your engineer and lender. Compaction is not where a commercial project should cut corners, because a failed pad cracks concrete a year later.
Build In a Realistic Schedule
Weather, permits, and the 811 locate window all bend a timeline. A parcel in the 76707 area moves fastest when the plans, the soils report, and the permits are in hand before mobilization. Give the earthwork the lead time it needs and the vertical trades stay on track.
